After boot the USB2/USB3 suspend configuration looks like this:

cat /sys/kernel/debug/dwc3.1.auto/regdump:
GUSB3PIPECTL(0) = 0x02020002
GUSB2PHYCFG(0) = 0x0000a410
USB3 PHY indeed seems to be suspended.

After changing the driver i.e. setting the dis_u3_susphy_quirk property, the configuration is:
GUSB3PIPECTL(0) = 0x02000002
GUSB2PHYCFG(0) = 0x0000a410
USB3 PHY is no longer suspended.

However, I still get the same error when trying to load the g_zero or g_mass_storage driver:
dwc3 dwc3.1.auto: failed to enable ep0out
