[meta-intel] [master][PATCH 0/1] Update dpdk v2.2.0 to v16.04

Dear Maintainer(s),

This will update dpdk recipe from v2.2.0 to v16.04. and rename the patches
according the recipe version.

Now version numbering scheme of dpdk is changed to 'year-month' numbering
scheme format. For more details please refer:

http://dpdk.org/dev/patchwork/patch/10459/

Modify a existing patch for this recipe to enabling the conf
"CONFIG_RTE_IP_FRAG=y" in order to build ip_fragmentation application.

The image have been tested on Grantley-Broadwell using intel-corei7-64 BSP.

Please merge in master if these looks ok.
