[meta-intel] Meta-Intel 4.0 (Jethro) Branched in preparation for release

Folks,

Just to let folks know, I have branched the meta-intel repo for the
meta-intel 4.0 (Jethro related) release, there is now a jethro branch.
 This is the next step in preparing the meta-intel repo for release.

We are still awaiting final feedback from the IoTG team on several
issues.

I will keep you all posted.
