[meta-intel] [Patch] intel-quark-common: disabling LTO support in gcc-cross

LTO is broken when used with gcc assembler directives, the LTO wrapper drops
the directives. The result is the -Wa,momit-lock-prefix=yes is dropped by LTO
wapper for Quark. Disable LTO for Quark for moment, pending upstreaming of
a proper fix to gcc LTO.
