[meta-intel] [meta-intel-iot-devkit][devkit-daisy-1.6.1] Intel Quark watchdog enablement

Hi Brendan,

This patch is to enable IE6XX-WDT watchdog timer for Intel Quark X1000. The patch
has been tested on devkit-daisy-1.6.1 branch on Intel Galileo v2. I have run
a simple test on the WDT as recorded in the patch commit header.

Please include it into meta-intel-iot-devkit devkit-daisy-1.6.1 branch.
