[meta-intel] [PATCH 0/1 dizzy]:meta-crystalforest:Intel DPDK Implementation

Dear all, 	

This submission is a duplicated version of DPDK recipe  from Romley and adjust to be compatible to Crystal Forest. It is targeting dizzy and as DPDK and QAT for these platforms are
only validated on Linux v3.10, so the recipe will not be used to support the default Linux v3.17 
from intel-common BSP.
	
Perhaps, another possibility is to make meta-isg a layer and be used to host DPDK recipe
there for reason as such.

We are open for discussion and this is the initial submission for enabling this platform for dizzy.
