[meta-intel] Intel DPDK recipe

Hi Huimin,

Can I know which dpdk version you're targeting ? 
Cause I've prepared recipe that is targeting dpdk-1.6.0r2 and is also targeting Romley. And yes there is no specific Romley's setting for my recipe as well.
In the past Gaurang Shastri was trying to do that as well. He submitted meta-intel at yoctoproject.org a patch of his first draft.
