Not sure why you think so - describing why a patch is needed and cc:ing
the owner of the affected code is kind of standard practice for any
list...

But I do see now that those things aren't explicitly mentioned in the
MAINTAINERs file, where similar things are covered.  And now that I
think about it would probably be more appropriate in the top-level
README - I'll send out a patch for all that.
