I leave the rationale that to Boon Leon and Rebecca.

However, if you are looking for something newer to support Bay Trail, the
newly added intel-corei7-64 BSP will have support for Bay Trail shortly
(currently building and testing on my workstation). This will have support
on both linux-yocto-dev (3.13...3.14...) and linux-yocto_3.10 (which is
now 3.10 LTSI based).

The 3.8 BSP does have a couple additional drivers that are still working
their way upstream, but if you don't need those specific things, the newer
BSP might suit your needs better. Let us know what you need and we'll be
happy to help.
