[meta-freescale] dizzy branch kernel 3.10.17, pcie_ref_clk stop output clock to device

Hi, guys:
    I turn on CONFIG_PCI, PCI_IMX6, and RC_MODE_IN_EP_RC_SYS to use pcie
device.

    but when I use lspci -v, if shows:

I also notice that pcie_ref_clk stop output since linux kernel
start.(measure from oscilloscop)
so I wonder is there some extra configs need to turn on.
