The plugins are split out into a separate package for each plugin. To
get all the plugins you need to include the -meta packages (eg
gstreamer1.0-plugins-base-meta). The base packages only include the
files that are common to all plugins, which is likely none.

I've attached a recipe for gstreamer-imx that I used for testing. I
only tested the vpu plugin with this recipe. It's probably a bit rough
still, but should be okay as a starting point. The SRCREV might be old
too.
