[meta-freescale] Please review the proposal of FSL Yocto layers reorg - updated version on 28-Feb

Sorry for responding late for the previous version.  We still need consider the concerns we have about meta-fsl-arm vs meta-fsl-imx/meta-fsl-vybrid.  Freescale can make more ARM based processors.  It will be hard to put all of them under one umbrella.
