[meta-freescale] Use cpufreq on i.mx28 with linux 3.9 or newer

Hello,

Is it possible to enable cpufreq so clockspeed can be adjusted on the fly?
I want to do this so I can lower power consumption on i.mx28.

I have seen some references to this on the internet but it seems like it's
only for freescales 2.6 kernel and not 3.9 or newer.
