Just to be clear, you mean you want to use both
INHIBIT_PACKAGE_DEBUG_SPLIT = 1, to solve the warning issue and
INHIBIT_PACKAGE_STRIP = 1 ?

If I'm not mistaken, this will mean that unstripped binaries won't get
stripped. Is that what you want ?
