In general, setuptools are to be used to *build* the packages for the
modules you need; you shouldn't need it at runtime.
This is not a BSP issue so it is better to be discussed in
openembedded-core mailing list; in fact people has been cleaning those
recipes and classes this week so checking at mailing list and posting
it there might help.
