[linux-yocto] v4.18.x - stable updates comprising v4.18.21

Bruce, Yocto kernel folks:

Here is the first 4.18.x stable update "extension" primarily created
for the Yocto project, continuing on top of the v4.18.20 kernel.

As some may already be aware, the v4.18.20 was the final release done
by Greg KH and team, and so just like was done for 4.12.x and 4.8.x;
the releases like this will monitor other active releases and use that
information to select appropriate commits for application to 4.18.x

Once again, the commits are applied to a vanilla 4.18.20 baseline, and
as there is nothing Yocto specific in the content, anyone using a 4.18.x
baseline kernel is welcome to make use of this work.  All of the commits
found here are mainline backports, as per usual.

There are about 135 commits here, based on commits chosen from what
was used in existing 4.19.4 and 4.19.5 stable releases.  The 4.19.3
was released at the same time as 4.18.20 and hence represents a
synchronization or starting point for this maintenance extension.

The 4.19 versions I was auditing contained batch updates from DaveM in
the networking department, and hence that is represented significantly
here in these commits.

I've put this 4.18.x queue through the usual testing that I figured made
sense; build testing on x86-64, ARM-64, ARM-32, PPC and MIPS, plus some
static analysis and sanity runtime tests on x86-64.

I did the signed tag just as per the previously released 4.12/4.8 versions.
