Hi Bruce,

We would like to expose more C-state residency during idle time for
Broxton in kernel. Hence, we enable Intel powerclamp driver in the
config fragments. Since this is related to thermal, I have it
implemented in features/thermal/coretemp.cfg.

This change is target to merge on yocto-4.6, yocto-4.4 and yocto-4.1
branch.
