[linux-yocto] [PATCH 3/7] romley: Append default preempt-rt policy

Ensure the preempt-rt kernel has usb-mass-storage and boot-live support
in support of booting the hddimg images over USB.
Add the latencytop and profiling scc files to keep the default policy
consistent with the 'standard' kernel.
